Administrator Director

Job Summary: Direct, coordinate and control all aspects of operating functions, processes, and staff of the Brinton Lake Management Company (BLMC) and the Crozer Keystone Surgery Center at Brinton Lake, an outpatient department of Prospect Crozer LLC, while demonstrating our primary goal of managing the center to operate with efficiency and high quality patient care; providing expertise to assist our Prospect CCMC, LLC partners to improve the surgical experience with dedication, a sense of warmth, compassion and pride. Reporting Relationship: The Administrative Director and President of BLMC are the persons in charge of the center as delegated by the Governing Board of CCMC. The Administrator reports to the President and to the Governing Board. In the absence of the Administrator, the Director of Clinical Services (DCS), in conjunction with the BLMC President, is in charge of the center. The Administrator or DCS shall be available in the facility during its hours of operation. In the event both the Administrator and the DCS are not on site at the center, the anesthesiologist on-site shall be designated as the person in charge of the center. Either the Administrator or DCS shall be available by Phone for any problems or concerns. All center employees and contract staff ultimately report to the Administrator. The Administrator and DCS will have on their person at all times the facility FOB for access during non-working hours. The Administrator and President of BLMC will work closely with the CCMC Assistant Vice President for Ambulatory Services to carry out the responsibilities delineated in the BLMC Management Agreement, Exhibit A. The Administrator will follow the guidelines as outlined in the BLMC Operating Agreement, specifically the organization of membership, Board Meetings and Member meetings. Essential Job Duties and Responsibilities: ?Maintain a safe, high quality and efficient environment, which is friendly and attractive to the surgeon users, their patients, and the employees of the Crozer Keystone Surgery Center at Brinton Lake (CKSCBL) ? Understand the BLMC mission as defined in the Management Agreement and understand the organizational structure o BLMC as managing operations for the CKSCBL, and coordinating all support services with Prospect Crozer. ? Coordinate the daily operations of the Center and related activities with the Prospect Crozer (CCMC) representatives. Direct all clinical and customer processes and oversee the supportprocesses/contracted services impacting center performance. ? o BLMC system management: Collaborate with the retained accountants regarding financials of general ledger, payroll, accounts payable, P/L statements, One medical Passport and Vision scheduling. Work with the center schedulers and Medical Director to establish surgeon friendly block time, or assigned time access to OR's to promote best room usage. o CCMC system management: Monitor timely registration on E-Care, precertification and insurance verification, surgeon's office and patient contracts, and gathering needed data for CCMC billing. ? Monitor and assist DCS to set staffing levels and oversee scheduling of cases to ensure adequate coverage at all times. Be aware of any scheduling conflicts which may impact the daily schedule and room efficiency. Conduct daily employee productivity analysis and assure efficiency of staff levels through daily increase or decreases in the workforce via flexible staffing. ? Provide orientation and ongoing education and training tailored to employee needs and collaborate with the appropriate managers to evaluate employee skills, needs and desires and plan their development. ? Collaborate with the DCS to ensure high levels of quality of care in the pre, peri and post-operative care areas. Maintain readiness standards as established by the Joint Commission Standards of Care, and the Pa. Department of Health Regulations. ? Assist the DCS with the implantation and measurement of the performance improvement process paying particular attention to patient safety, quality improvement, risk management, peer review and the life safety standards. ? Participate in developing, communicating, implementing and revising policies and procedures for the Center to provide guidelines for operations including protocols, performance criteria, and integration of services. Maintain and update as needed a complete and current Policy and Procedure Manual and records. ? Know and adhere to, and enforce all personnel policies of CKSCBL ? Ensure surgeons and employees have the resources they need to provide the highest level of quality care in conjunction with the materials manager. ? Review bi-weekly payroll timecards and submit payroll documents to ADP for BLMC employees, and with the assistance of the DCS, review and approve payroll for CCMC employees. ? Assist in preparation of the CKSCBL fiscal yearbudget annually. Institute budget controls, monitor timely accounts receivable and payables, review monthly, quarterly financial statements, review bank accounts. ? Ensure integrity and accuracy of all financial data; meet or exceed generally accepted accounting principles and all regulatory agency requirements. ? Track and trend the number of cases scheduled daily, monthly case projections, specialty mix, new surgeons credentialed and monthly case volume. ? Review and approve vendor invoices specifically (e.g., equipment and instruments, contract services, maintenance, utilities, etc.) in conjunction with the Materials Manager and Business Office Manager. ? ? Review BLMC management fee invoices along with payroll fees monthly. Oversee cash collected daily, and send to hospital via courier. Be aware of patient deductibles/copays collected upfront, collection of self-pay accounts paid up front, insurance plans and vendor contracts, number of cases scheduled daily, monthly case projections, new surgeons credentialed and monthly case volume. ? Monitor and coordinate all facilities/plant related issues to maintain a safe, comfortable environment for patients, clinical staff and employees. Maintain contacts with the CCMC facilities engineering staff, property management and other supporting vendors. ? Know, promote and monitor the implementation and maintenance of Vision scheduling system, CCMC E-care system, along with overseeing the OPEX daily reports. ? Conduct monthly staff meetings or more frequently if neede4d, with typed minutes. ? Work cooperatively and collaborate with BLMC Accountants. ? Assist the President of BLMC with the preparation of the agenda and minutes for the quarterly Board and Member meetings. ? Work closely with the BLMC president, the contracted marketing representative and the CCMC VP of Marketing to coordinate site visits and promotional activities for recruiting new surgeons and marketing to the public. ? Collaborate with the President and Governing Board in the evaluation and development of new surgical services and equipment. ? Stay abreast of activities and changes in the local, community or national healthcare environment, such as reimbursement, legislative issues and new developments. Qualifications: ?Master's Degree or Baccalaureate Degree and five years of full-time administrative or supervisory experience in an ambulatory surgical care facility. ?
